Scott Connell joined Corporate Risk Solutions as a member of an energy utility consulting team for a Fortune 200 company. His responsibilities included: the development and presentation of corporate security training programs; business continuity and disaster recovery planning; corporate investigations related to fraud, theft, and embezzlement; executive protection; and workplace violence prevention and response. Mr. Connell also supported security force management; developed policies and procedures; conducted risk and vulnerability assessments, developed security concept designs and acted as an alternate project management. Additionally, Mr. Connell created and coordinated utility revenue protection (energy diversion) operations.

Prior to joining Corporate Risk Solutions, Mr. Connell worked in municipal law enforcement for 12 years. Mr. Connell began his law enforcement career as a patrol officer with a municipal police agency serving a community of 100,000 citizens, including a major Division I University and a second smaller private college. Mr. Connell duties included the response to and resolution of domestic and workplace violence events, as well as other criminal incidents in progress. Mr. Connell also participated in street level narcotics and gang interdiction teams and held the positions of crime prevention officer and junior high school resource officer.

As a crime prevention officer and school resource officer, Mr. Connell developed and conducted hundreds of security and safety awareness presentations for the community, universities and public school systems. These presentations addressed self-defense, personal protection, conflict resolution, stranger danger, retail robbery and theft intervention/prevention, teen driving, narcotics identification and drunk driving. Mr. Connell also coordinated the department’s McGruff crime prevention programs and developed crime prevention brochures.

After serving eight years with the agency, Mr. Connell accepted a position as a police officer working for a municipal law enforcement agency located in the Greater Kansas City Metropolitan area. Mr. Connell served as a patrol officer responding to crimes in progress, incidents of domestic disputes and general police duties. Mr. Connell was assigned to the investigations division of the police department as a police detective, investigating crimes against persons and crimes against property.

As a certified defensive tactics instructor, Mr. Connell trained commissioned law enforcement officers on the use of force continuum, to include: verbal communication; police commands; soft hand defensive techniques; restraint techniques; etc. Mr. Connell assisted in the review of police policies. After serving the department for three years, Mr. Connell joined Corporate Risk Solutions.

Since joining Corporate Risk Solutions, Mr. Connell has used his experience and training to develop and conduct corporate security and safety programs. Mr. Connell has presented more than 1,300 corporate training classes on topics ranging from, workplace violence, conflict resolution, personal safety, security awareness, utility theft and fraud identification, CPR, Emergency First Aid and AED, and use of physical protection systems.

Mr. Connell has developed business continuity and disaster recovery programs for electric and natural gas utilities and nationally recognized chemical research laboratories. His participation in these programs included conducting needs and risk and vulnerability assessments, GAP Analysis of existing programs, compilation of business impact analysis, and the creation of emergency response and business resumption plans. Mr. Connell has also developed and conducted evacuation and emergency response training programs and assisted in the testing and exercise of various clients’ business continuity plans.

As a Revenue Protection Coordinator, Mr. Connell developed an energy theft identification and loss recovery program, which included the creation of procedural guidelines for the handling of theft and fraud cases and provided training to all service level employees over a seven-state region in the detection and reporting of theft and fraud related events. This program, which was developed using Six Sigma methodology, lead to the increase of identified energy diversion cases from 109 incidents in 2003 to 1920 reported energy diversions in 2005, resulting in the identification and partial recovery of over a half million dollars in lost revenue.

Mr. Connell has served as a consultant on several critical infrastructure protection projects, conducting risk and vulnerability assessments and participating in the design of physical security system enhancements solutions (access control, CCTV, lighting, barriers and emergency communications).

Mr. Connell attended the US Drug Enforcement Administration’s Basic Drug School, the Kansas Bureau of Investigation’s Crime Prevention Course, Interview and Interrogations from John E. Reid and Associates, Inc., Homicide Investigation School, Utility Theft Investigation Course, and the Department of Justice Administration’s “Gun First” school. Additionally, Mr. Connell has received training in CCTV System Design and Project Management.

Mr. Connell provided testimony on two occasions to the Missouri Public Utilities Commission regarding revenue protection initiatives and has been a speaker on many occasions for local and regional organizations such as the International Association of Administrative Professionals (IAAP), the Lions Club, Rotary, and Kiwanis.

Mr. Connell holds a Bachelors of Arts Degree from the University of Kansas in Political Science and is currently working towards his Masters in Administration of Justice and Security. He is a licensed professional consultant and investigator in many Midwest states. He is a member of ASIS International, the Partnership for Emergency Preparedness (PEP), the International Utility Revenue Protection Association (IURPA), and the Midwest Energy Theft Association (META).

Mr. Connell is a Certified Business Continuity Professional (CBCP) through the Disaster Recovery Institute International (DRII), a Professional Certified Investigator (PCI) from ASIS International, a Certified Utility Theft Investigator (UTI), certified defensive tactics trainer in CLAMP/GRASP and Oleoresin Capsicum deployment systems, and is an American Heart Association certified trainer for CPR, Emergency First Aid, and AED.
